How much damage does the attack do? Does it do more damage to those that are weaker than you? Does it get stronger as you increase a mastery?

Look at other people's Shikai to get an idea of how to gauge your abilities

To limit how many times you can use the ability seems rather extreme

Kuugun -

What can and cannot pierce the wind? Does someone stronger have an easier time with it? Maybe using a stronger attack? You could say that abilities equal in power to X Kidou are blocked and stronger break through.

Once again, look at other people's Shikai. Actually, I do recall someone having a barrier of wind too; you should go look at how they did it.
