After everything that happened, Alice thought she could finally stop running and fighting. Though it was an obvious lie, to herself and others, there was always hope for change in the world so wrought by destruction at the hand's of the T-Virus and the Umbrella Corporation. After Wesker sapped Alice of her powers, she escaped his clutches, and sought Arcadia, hoping to meet Claire and find a way to stay alive. Finding Claire without memory, the two took a plane and went to Los Angeles, where they encountered survivors holing up in a prison. They found Chris Redfield as well, locked up in a prison after the inmates threw him in as a practical joke.
Finally releasing Chris and leaving the prison, the group headed to Arcadia, discovering that, rather than a town in Antarctica, it was a ship, owned by the Umbrella Corporation. Umbrella had sent the fake broadcast to lure survivors in as test subjects. After freeing the trapped survivors, Alice along with Chris and Claire Redfield, face off against Albert Wesker, defeating the super-charged chairman and supposedly killing him, though he still lives.
After Wesker flee's the ship and attempts to detonate the ship with a remote explosive. Finding the device on-board his escape vehicle, Wesker barely manages to escape the vessel using a parachute, and disappears back to Umbrella. Alice sends out a new beacon for any survivor's offering food and security, only to be ambushed with Umbrella helicopters and gunships. After mustering up the last of her powers, Alice manages to disable the ships, and Umbrella flee's the vessel. Repairing the ship, Alice and the survivors move the hunkering battleship to a safe location, and they reform the S.T.A.R.S. Team to fight off the infection and Umbrella.
A group called the Agency, comprised of former governments around the world, rose up and started enacting what they saw fit in the world. So they step into the thick of things, immediately going after Umbrella. The Agency sees Umbrella as a tangled mess, and S.T.A.R.S. simply a renegade faction out for themselves. They decide to clean up the mess left behind by failed experiments and corrupted power-hungry members of the remaining population.
With Alice power-less, and Umbrella rising stronger than ever once more, can you even hope to survive? S.T.A.R.S. Reforming might give hope to some, but with the Agency trying to take control, it's boiling down to a Fight For Tomorrow that seemingly won't end.
